The UN's human rights chief has said the situation in Syria should be referred to the International Criminal Court, after several inquiries concluded it was highly likely crimes against humanity were occurring in the country.The concerns are absolutely legitimate of course but there is no reason the same concern shouldn't have been raised by the UN in any of the last forty years.
