Worth repeating

[A]ll the enduring institutions which human societies have attained have been reached, not of a set design and forethought of some group of statesmen, but of that unbidden and uncoerced consequence of many thoughts and wills in succeeding generations, to which, as it obeys no single guiding hand, one may give the name of ‘drifting.’
 I picked that up from Tory Anarchist who notes that this sounds like Burke but is actually " the quintessential 19th-century Tory, Lord Salisbury".

Even the best generalizations have exceptions and this one is no exception but there is no denying that this is true of the large majority of enduring human institutions.
